1. Who These Terms Apply To

These Terms of Service ("Terms") govern your use of GovScout Pro, operated by Harriman Solution Group ("we," "us," "our") at govscout.pro and its subpages. By accessing or using GovScout Pro, you agree to these Terms. If you do not agree, do not use the service.

2. The Service

GovScout Pro is an AI-assisted federal contract research platform. It helps small businesses search SAM.gov opportunities, analyze solicitations, build compliance checklists, draft bid materials, and receive contract alert notifications.

Marcus, the AI contracting assistant within the app, is an AI-powered tool. Responses are generated based on your inputs and your chosen AI provider's model. Marcus is not a licensed attorney, certified public accountant, or government contracting officer. Do not treat his responses as legal or compliance advice.

3. Subscription and Payment

Pricing

GovScout Pro offers three monthly subscription levels: Beginner at $29.00 USD/month, Intermediate at $79.00 USD/month, and Professional at $199.00 USD/month. Access depends on the plan selected at checkout.

Billing

Subscriptions are processed through Stripe and/or PayPal. By subscribing, you authorize the selected payment processor to charge the monthly price for the selected plan to your payment method on a recurring monthly basis. Billing renews automatically on the same date each month until you cancel. We may send invoices, receipts, renewal reminders, failed-payment notices, and account emails.

Cancellation

You may cancel your subscription at any time through the Stripe customer portal, your PayPal account if PayPal processed your subscription, or by emailing sharriman2002@gmail.com. Cancellation takes effect at the end of the current billing period. You retain access until then. We do not offer prorated refunds for partial months.

Refunds

We offer refunds within 7 days of your initial subscription charge if you contact us at sharriman2002@gmail.com and have not used the service. After 7 days, all charges are final. Renewals are non-refundable. If you have a billing dispute, contact us before initiating a Stripe or PayPal dispute so we can work with you directly.

4. Your Account

You are responsible for maintaining access to your subscription. Your API keys (OpenAI, Anthropic, Groq, Gemini, SAM.gov) are stored in your browser's localStorage — if you clear your browser data, you will need to re-enter them. GovScout Pro is not responsible for loss of browser-stored data.

Do not share your subscription access with others. One subscription covers one user.

5. Acceptable Use

You agree to use GovScout Pro only for lawful purposes. You may not:

• Use the service to prepare fraudulent, false, or misleading bid submissions
• Attempt to circumvent, scrape, or abuse the SAM.gov API in violation of SAM.gov's terms
• Reverse engineer, copy, resell, or redistribute the GovScout Pro platform or its content
• Use automated tools to access the service in ways that damage or degrade its performance
• Impersonate government agencies or contracting officers using content generated by the platform

We reserve the right to suspend or terminate access for violations without refund.

6. Your API Keys and Data

GovScout Pro connects to AI providers (OpenAI, Anthropic, Groq, Google Gemini) and SAM.gov using API keys you supply. You are responsible for:

• Obtaining and maintaining valid API keys from those providers
• Any costs or usage charges incurred on those providers under your keys
• Complying with those providers' terms of service

GovScout Pro does not receive, store, or transmit your API keys. They remain in your browser.

7. Intellectual Property

GovScout Pro, including its design, code, Marcus persona, branding, and content, is the property of Harriman Solution Group. You may not copy, reproduce, or create derivative works from any part of the platform without written permission.

AI-generated output (analysis, drafts, checklists) produced using your inputs through your API key is yours. We make no claim to ownership of content you generate using the platform.

8. Disclaimers and Limitation of Liability

GovScout Pro is provided "as is" and "as available" without warranties of any kind, express or implied. We do not warrant that the service will be uninterrupted, error-free, or that any information provided will be accurate, complete, or current.

Federal contract data is sourced from SAM.gov, which may have delays, errors, or omissions. Always verify opportunities directly on SAM.gov before acting on them.

To the fullest extent permitted by law, Harriman Solution Group's total liability for any claim arising out of these Terms or the service shall not exceed the amount you paid us in the 3 months preceding the claim.

9. Changes to the Service or Terms

We may update these Terms or change the service at any time. Material changes will be communicated to active subscribers by email with reasonable notice before taking effect. Continued use of the service after changes constitutes acceptance.

10. Governing Law

These Terms are governed by the laws of the State of Nevada. Any disputes will be resolved in the courts of Washoe County, Nevada.
