What Is an SDVOSB Set-Aside?

A Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside is a federal contract reserved exclusively for businesses majority-owned and controlled by a service-disabled veteran. No other business types can bid — which means less competition and a more level playing field.

The SBA and VA both run SDVOSB certification programs. For VA contracts (the largest single agency buyer), you must be verified through the VA's VetCert portal. For all other federal agencies, the SBA's SDVOSB certification is required since 2023.

SDVOSB Questions Answered

SDVOSB requires a service-connected disability. VOSB (Veteran-Owned Small Business) just requires veteran ownership. Both can compete for VA set-asides through VetCert, but only SDVOSBs can access SDVOSB-specific set-asides at other federal agencies. The SDVOSB designation gives you more opportunities and is worth pursuing if you qualify.
For most federal contracts outside the VA, you still check the SDVOSB box in SAM.gov, but since 2023 the SBA requires you to obtain formal certification through their program before you can bid on SDVOSB set-asides. The VA's VetCert is required separately for VA contracts. Self-certification without formal verification is no longer sufficient for compliance.
