// WHAT IS AN SDVOSB SET-ASIDE

Your Certification Is a
Structural Advantage. Use It.

SDVOSB set-aside contracts are reserved exclusively for service-disabled veteran-owned small businesses. When an agency sets a contract aside for SDVOSBs, only certified SDVOSBs can win it. That's not a preference โ€” it's a legal restriction that eliminates most of your competition before you've written a single word.

Who qualifies as an SDVOSB?

To compete on SDVOSB set-aside contracts, your business must:

SDVOSB vs. VOSB โ€” what's the difference?

A Veteran-Owned Small Business (VOSB) is owned by any veteran. An SDVOSB is owned by a veteran with a service-connected disability rating from the VA. SDVOSBs qualify for both SDVOSB-only and VOSB set-aside contracts. VOSBs only qualify for VOSB set-asides. The SDVOSB designation gives you access to more opportunities.

The SDVOSB set-aside filter on SAM.gov still returns hundreds of results across dozens of NAICS codes. GovScout Pro narrows that to the opportunities your specific business can realistically compete for.

๐ŸŸข
GO โ€” Your lane
Set-aside type is SDVOSB or VOSB and matches your certification. Marcus marks these GO โ€” pursue as prime. These are the opportunities with the fewest eligible competitors.
๐ŸŸก
TEAM โ€” Open competition
Contract is open to all small businesses or full-and-open competition. Worth pursuing as prime if you're competitive, or as a teaming/subcontract partner to an SDVOSB prime.

// AGENCIES TO TARGET

Where SDVOSB Set-Asides
Actually Get Awarded

Not all agencies award equally. These are the strongest sources of SDVOSB set-aside contract activity:

๐Ÿฅ
Department of Veterans Affairs (VA)
The VA has the highest SDVOSB spend of any federal agency. It operates the Veterans First Contracting Program, which requires SDVOSBs and VOSBs to be considered before opening competition. VA healthcare, IT, construction, and support services are strong targets.
๐Ÿ›ก๏ธ
Department of Defense (DoD)
DoD awards significant SDVOSB set-aside contracts across Army, Navy, Air Force, Marines, and defense agencies. IT, logistics, professional services, and engineering are the strongest categories.
๐Ÿ›๏ธ
Civilian agencies
GSA, DHS, HHS, DOE, and other civilian agencies all have SDVOSB goals. GSA schedule task orders with SDVOSB set-asides are a strong recurring opportunity for certified firms on existing schedules.

Common Questions

Do I need to be VA-verified or SBA-verified?
โ–พ
As of January 2023, SBA handles all SDVOSB and VOSB certification through the Veteran Small Business Certification (VetCert) program at veterans.certify.sba.gov. VA verification is no longer sufficient for non-VA contracts. For VA contracts, SBA VetCert certification is also required. If you were previously VA-verified, you need to migrate to SBA VetCert.
How many SDVOSB contracts are posted on SAM.gov each day?
โ–พ
It varies by NAICS code and time of year. Federal fiscal year end (September) typically sees the highest volume of contract actions. Some weeks have dozens of new SDVOSB set-asides; others have fewer. The best strategy is a daily alert so you never miss a new posting in your target NAICS codes.
Can I compete on SDVOSB set-asides if I'm registered but not yet verified?
โ–พ
No. For most federal SDVOSB set-asides, you must be SBA VetCert verified before you can submit a bid. SAM.gov registration alone is not sufficient. Start the verification process early โ€” it can take weeks to months depending on application volume.
Is GovScout Pro built by a veteran?
โ–พ
Yes. GovScout Pro is built and operated by Steve Harriman, a 100% service-disabled veteran, telecom engineer, and SDVOSB founder (CAGE Code: 9YZ59, SAM.gov active). The platform is designed specifically for the challenges SDVOSBs face pursuing federal contracts.
How much does GovScout Pro cost?
โ–พ
plans from $29/month for full access. Cancel anytime โ€” no contracts, no fees. That's less than the cost of a single billable hour from a government contracting consultant.
